To get your party hat, go to the  Coffee Shop, and click this dart!

Then a WHOLE bunch of Balloons will pop and the Party Hat will drop and you can get it!

Cool eh? Kinda surprised this Anniversy was totally Halloween themed. I knda liked it this way better.
